Well depends on how short. If it is boy short, spike it and color the tips to match the dress. If it is bob short, or at least ear length tight curls, or razor straight with it slicked to the side with it out of her eyes.

Damn, hope this is at least your friend's senior prom. I say hair down for sure, if it's up that's alot of skin to be revealing already, so if her hair is up it will be a LITTLE less revealing. I suggest down and curly. Definitely not straight, that dress is all about curves and straight hair would just blend in and not do anything. Large, romantic loose waves pulled away from the face starting mid-length of hair, something very glam and Hollywood to take attention away from all the skin.
