i also have fine hair. use a curl activating spray, such as bedhead uptight spray and use a large barrel curling iron or 3-barrel iron to create waves. wait until hair is dry and then break up the waves a bit by running your fingers through your hair. waves create great volume. finish off with a light hairspray and add a fancy clip or headband (if you want) and voila! you're fantabulous.
