I think for that kind of dress, it would look nice to have her hair up, or mostly back. I personally love the third one, because it doesn't look to stiff, it's really natural and pretty. Your sister would have a very classic look to her. Maybe she could add a few pearl hair clips just to jazz up her hair a bit. I hope she has fun at her prom!
